In Rajasthan, stamp duty on a property purchase is 6 percent of the property value for male and joint buyers, and 5 percent for a sole female buyer. On top of the duty you pay a 33 percent surcharge calculated on the stamp duty amount and a 1 percent registration charge. That comes to about 8.98 percent of the property value for a male or joint buyer and 7.65 percent for a sole female buyer.
The value used for this calculation is the market value or the DLC rate, whichever is higher, not necessarily what you paid. These rates apply across Rajasthan; the DLC value differs by area, and the examples in this guide use Jaipur.
This guide explains each component, works through real examples, and flags the places where buyers in Jaipur commonly get caught out.
The components, explained
| Charge | Male or joint buyer | Sole female buyer |
|---|---|---|
| Stamp duty | 6% | 5% |
| Infrastructure surcharge, Section 3-A | 13% of the stamp duty | 13% of the stamp duty |
| Cow protection surcharge, Section 3-B | 20% of the stamp duty | 20% of the stamp duty |
| Registration charge | 1% | 1% |
| Total | 8.98% of the property value | 7.65% of the property value |
Both surcharges are charged on the stamp duty amount, not on the property value. The Section 3-A infrastructure surcharge rose from 10 percent to 13 percent under Rajasthan Finance Department notification F.4(2)FD/Tax/2026-132 dated 11 February 2026. A lower 10 percent rate applies to certain instruments under the proviso to Section 3-A, so confirm which rate applies to yours. Some websites still call the Section 3-B surcharge a “labour cess”; the Rajasthan Stamp Act calls it a surcharge.
Female buyers in the SC, ST or BPL categories receive a further concession, taking the effective stamp duty lower again. Check your eligibility at the sub-registrar office, since documentation requirements apply.
Verify the current figures before you pay. Rates are revised periodically in the state budget. The official source is the Rajasthan government’s E-Panjiyan portal at epanjiyan.rajasthan.gov.in. Summaries written before February 2026 show the old 10 percent infrastructure surcharge, so older totals of about 8.2 percent are now out of date.
What “DLC rate” means, and why it matters
The DLC rate (District Level Committee rate, also called the circle rate) is the government’s minimum valuation for property in a given area. Your duty is calculated on whichever is higher: the DLC value or your actual transaction value.
This catches buyers out in two situations.
If you negotiate a good deal below the DLC rate, you still pay duty on the DLC value. The saving on the purchase price does not reduce your registry cost.
If the DLC rate for the area was recently revised upward, your cost rises even though nothing about your deal changed. DLC rates in Jaipur’s growth corridors have been revised as those areas have developed, so check the current rate for your specific location rather than assuming.
You can look up the applicable DLC rate for your area on the E-Panjiyan portal before you budget.
Worked example: a ₹60 lakh flat in Jaipur
Assume the DLC value and the transaction value are both ₹60,00,000.
Male or joint buyer
- Stamp duty at 6 percent: ₹3,60,000
- Infrastructure surcharge at 13 percent of the duty: ₹46,800
- Cow protection surcharge at 20 percent of the duty: ₹72,000
- Registration at 1 percent: ₹60,000
- Total: ₹5,38,800 (8.98 percent)
Sole female buyer
- Stamp duty at 5 percent: ₹3,00,000
- Infrastructure surcharge at 13 percent of the duty: ₹39,000
- Cow protection surcharge at 20 percent of the duty: ₹60,000
- Registration at 1 percent: ₹60,000
- Total: ₹4,59,000 (7.65 percent)
The difference is ₹79,800 on a ₹60 lakh property, purely from registering in a sole female name. On a ₹1 crore property the gap widens to ₹1,33,000.
The one decision that saves the most money
Registering the property in a woman’s name as sole owner saves about 1.33 percent of the property value: 1 percent less stamp duty, plus the surcharge that would have been charged on it. It is the single largest legitimate saving available on Jaipur registry costs.
The trade-off is real and worth thinking through, because sole ownership means sole legal ownership. It affects succession, resale authority and loan structuring. Joint ownership is taxed at the 6 percent male rate, so a joint husband-and-wife purchase does not capture the concession.
Discuss the structure with whoever handles your family’s legal and tax matters before you decide. This is a decision about ownership first and a saving second.
Costs people forget to budget
The surcharges sit on top of the stamp duty. They are 33 percent of your duty amount, which is why the real cost is close to 9 percent rather than the 6 percent headline rate.
Deed writing and facilitation charges. Typically modest, but not zero.
GST on under-construction property, which is separate from stamp duty and applies only where the property has not received its completion certificate. A ready-to-move flat with a completion certificate does not attract GST.
Mutation charges after registration, to transfer the property record into your name in the municipal records. Registration and mutation are two different steps, and skipping mutation causes problems later when you sell.

Frequently asked questions
What is the stamp duty on property in Jaipur in 2026?
Six percent of the property value for male and joint buyers, five percent for a sole female buyer, calculated on the DLC rate or the transaction value, whichever is higher. A 33 percent surcharge on the duty and a 1 percent registration charge are added, taking the total to about 8.98 percent for male or joint buyers and 7.65 percent for a sole female buyer.
What surcharges apply on stamp duty in Rajasthan?
Two, both calculated on the stamp duty amount: a 13 percent infrastructure surcharge under Section 3-A of the Rajasthan Stamp Act, raised from 10 percent by the notification of 11 February 2026, and a 20 percent cow protection surcharge under Section 3-B.
What are the registration charges in Rajasthan?
One percent of the property value, applied at the same rate regardless of the buyer’s gender.
Do women pay less stamp duty in Rajasthan?
Yes. A sole female buyer pays 5 percent rather than 6 percent, which saves about 1.33 percent of the property value once the surcharge on the duty is included. Joint ownership does not qualify for the concession.
Is stamp duty calculated on the price I paid or the DLC rate?
On whichever is higher. Negotiating below the DLC rate does not reduce your stamp duty.
Can stamp duty be paid online in Rajasthan?
Yes, through the E-Panjiyan portal at epanjiyan.rajasthan.gov.in, or through authorised banks.
Is GST payable on top of stamp duty?
Only on under-construction property. A completed property with a completion certificate does not attract GST, though stamp duty and registration still apply.
Figures in this guide reflect published Rajasthan rates as of 2026 and are provided for general guidance. Rates are revised periodically. Confirm current rates on the official E-Panjiyan portal or with your legal advisor before making payment.
